DST is the detail that breaks manual conversion: offsets shift by an hour twice a year on different dates in different countries. The converter applies each zone's actual rules for the specific date, which is exactly the part people get wrong.
The classic remote-team problem: a 9 AM standup in San Francisco is 5 PM in London and 9:30 PM in Mumbai, half-hour offset included. Convert the proposed time into every participant's zone before sending an invite, and check a future date if the meeting is next month, because DST may shift between now and then.
The US changes clocks in March and November, Europe in March and October on different Sundays, and most of Asia, Africa, and South America not at all. So the gap between New York and London is usually 5 hours but sometimes 4, and the gap to Dubai or Tokyo changes even though those cities never touch their clocks. Rules also change by law now and then, which is why converting with current rules beats memorized offsets.
Every zone is defined as an offset from UTC, Coordinated Universal Time. Servers, logs, aviation, and APIs run on UTC precisely because it never shifts for DST.
